Protection and Advocacy for Persons with Developmental Disabilities

Who is eligible for PADD services?

The Protection and Advocacy for Persons with Developmental Disabilities (PADD) Program serves persons who have developmental disabilities, as defined by federal legislation. A developmental disability is one which:
(A) is due to a mental and physical impairment or combination of both;
(B) begins before the person reaches age twenty-two;
(C) is likely to continue indefinitely;
(D) results in substantial limitations in three or more of the following vital activities: 1. self-care 2. speaking and understanding 3. learning 4. mobility 5. self-direction 6. capacity for independent living 7. economic self-sufficiency; and
(E) reflects the person’s need for a combination of special care, treatment, or other services which are individually planned and coordinated.

Generally, individuals with mental retardation, autism, epilepsy, cerebral palsy and neurological impairments are developmentally disabled.

There is no charge for our services.

What region do we cover?
Disability Advocates and the Civil Rights and Disabilities Law Project (CRDLP) at Albany Law School provide direct representation under the PADD program to individuals in the following counties: Albany, Columbia, Fulton, Greene, Montgomery, Rensselaer, Saratoga, Schenectady, and Schoharie.

Does the PADD program serve everyone who is eligible?
Due to limited resources, Disability Advocates cannot serve every person who seeks our assistance. Cases are accepted based on merit, program priorities, and available staff and resources. For a link to the priorities of the PADD program, please click here.
