Who is eligible for PABSS services?
The Protection and Advocacy for Beneficiaries of Social Security (PABSS) program provides free legal assistance to people with disabilities who receive Social Security Disability Insurance (SSDI) or Supplementary Security Income (SSI) and who are encountering barriers in their efforts to become employed, or to receive employment related training and services. PABSS was created through the Ticket to Work Act, but you do not need to be using your Ticket to be eligible for PABSS services.
What services do we provide?
Disability Advocates, Inc. provides a wide range of services under the PABSS program, including advocacy and advice regarding the following:
Employment discrimination on the basis of disability
Disputes with Employment Networks under the Ticket- to-Work program
Accommodations that you may need in order to work
Transportation, housing and debt problems that are affecting your ability to work or get training and education
Social Security Administration decisions involving overpayments, work-related issues and Continuing Disability Review determinations
Barriers to getting the training or education you need to get the job you want
Health care benefits problems affecting your employability
There is no charge for our services.

Disability Advocates, Inc. provides direct representation under the PABSS program only to individuals located in the following counties.
Albany, Clinton, Columbia, Dutchess, Essex, Franklin, Fulton, Greene, Hamilton, Montgomery, Orange, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, St. Lawrence, Sullivan, Ulster, Warren, and Washington.

Does the PABSS program serve everyone who is eligible?
Due to limited resources, Disability Advocates cannot serve every person who seeks our assistance. Cases are accepted based on merit and available staff and resources.
